Isn't DI just for special needs learners?

No. Differentiating the curriculum benefits all types of learners. As Dr. Carol Tomlinson stated in her book 'How to differentiate instruction in mixed-ability classrooms': What we share in common makes us human. How we differ makes us individuals. So the teachers whose goal is to have a more responsive heterogeneous classrooms, differentiate their instructions.
